Security and defence are distinct models that are often and quickly conflated as one. Security is the full spectrum of international organizations, states and transnational movements, and their respective policies and practices. These elements enable the sustainable and predictable behaviour of all members of the international order and civil society. Defence is the full complement of measures taken to protect and preserve these elements. Each satisfies their necessary and symbiotic relationship, but informed debate on security and defence will benefit from first distinguishing elements of each model.
Following a 20-minute presentation, the audience will be encouraged to challenge and discuss with relevant questions. These will be non-partisan discussions aimed at generating thought-provoking responses allowing all parties to become better informed on security and defence.

Trained at NATO Cooperative Cyber Defence Centre of Excellence (Estonia), US Naval Postgraduate School Centre for Civil-Military Relations (California), UN Office for Coordination of Humanitarian Affairs (Geneva). Deployed w/ Standing High Readiness Brigade for UN Operations and NATO to Sudan, Bosnia, Congo. Consulted to UN Department of Peacekeeping Operations, Office of Internal Oversight Service, US Department of Defence in west Africa, eastern Europe. Offering contract services in policy/operational research and planning, oversight, defense & security, humanitarian operations, geopolitics.
Mr. Howard is an active member of RAUSI and serves on the Board as Research Director.
